I. Basic information of the construction project

The project will build three 130t/h high temperature (540℃) high pressure (9.8MPa) coal-fired circulating fluidized bed boilers, two 12MW type CB12-8.83/3.5/1.27 type pull-back turbogenerator units and one 12MW type B12-8.83/0.6 type backpressure turbogenerator units. And the construction of a total scale of 1200t/d, of which the current construction of a scale of 400t/d (moisture content 80%) (8-hour working system), printing and dyeing sludge drying production line and 80 meters high white chimney (to achieve the purpose of deindustrialization). After the completion of the second phase of the renovation project, the original 4 waste incinerators, 2 coal furnace units and 2 chimneys of the medium temperature and medium pressure Huachun Thermal Power Plant in Yiwu, Zhejiang will be removed, and there will be 4 high-temperature and high-pressure 130 ton/h coal-fired circulating fluidized bed boilers (3 used and 1 standby) and 3 high-temperature and high-pressure backpressure thermoelectric units (2×CB12+1×B12). The total installed capacity of thermoelectric units is 36MW. After completion, it can generate 248.4 million kWh of electricity per year, supply 1.656 million t of steam, and supply 4.876 million GJ of heat.

The project is mainly implemented in the existing factory of Zhejiang Huachuan Industrial Group Co., LTD., and requires new land acquisition (southeast side of the factory) of about 40 mu, with a total investment of 596.96 million yuan.

Construction period:

The wastewater discharge during the construction period mainly comes from the domestic sewage and construction mud wastewater generated by the construction personnel. The domestic sewage is discharged after treatment by the pollution treatment facilities of the existing plant, and the mud wastewater is deposited and reused. After the above treatment, the wastewater discharge during the construction period has little impact on the surrounding water environment. The main influence range of construction dust is in the close range of the wind direction under the dust point, and the project is far away from the sensitive points, which has basically no influence on the sensitive points. The noise generated by construction machinery during the construction of the project mainly comes from the power noise of various construction machinery and the traffic noise of transportation equipment. Due to the factor of distance attenuation, construction noise has no influence on the sensitive points. The solid waste generated during the construction period mainly includes the domestic waste of the construction personnel and the construction waste generated by the construction, the domestic waste is collected and transported after the garbage can, and the construction waste is properly entrusted to handle, which will not cause secondary pollution.

Operating period:

Wastewater: The wastewater of the project mainly includes sludge drying condensate water, flushing wastewater, drainage of circulating cooling water system, boiler sewage, concentrated water of chemical water system, desulphurization wastewater, domestic sewage of workers and initial rainwater, etc. Desulphurization wastewater, recycling cooling system sewage reuse, concentrated water of the water treatment workshop and other wastewater are discharged into the sewage treatment plant of Zhejiang Huachuan Industrial Group Co., Ltd. for further treatment. The project wastewater is not directly discharged to the surrounding water bodies, and has no impact on the surface water of the surrounding water bodies. The project does not use groundwater, does not discharge sewage into the ground, and the groundwater impact is very small.

Waste gas: The project waste gas mainly includes combustion waste gas (the main pollutants are particulate matter, acid pollutants, heavy metals, etc.), paper making, printing and dyeing sludge drying odor exhaust gas (the main pollutants are H2S, NH3 and odor), unorganized dust in the coal pile site and ammonia escaping from the denitration system. The prediction shows that the maximum landing concentration and the percentage of the pollutants emitted from combustion exhaust gas and odor exhaust gas are small, and the landing concentration and the percentage of each sensitive point are also small. The ammonia gas and dust discharged without organization can be discharged up to the standard. Therefore, the contribution concentration values of waste gas pollutants in this project are small, and the impact on regional ambient air quality is small.

Noise: The noise of this project is mainly the mechanical noise and exhaust noise generated by the turbine unit, fan, induced draft fan and some auxiliary mechanical equipment such as air compressor and pump. Under normal working conditions, after the project adopts conventional cooling tower and adopts noise reduction measures, All four sides of noise can meet the standard limit requirements of "Industrial Enterprise Boundary Environmental Noise Emission Standard" (GB12348-2008).

Solid waste: the general solid waste such as fly ash, slag and desulfurized gypsum generated by the project shall be disposed of harmlessly and comprehensively utilized; Waste resin, waste oil, waste catalyst and other dangerous solid waste entrusted with qualified units for disposal, desulfurization wastewater sludge must be identified in accordance with the relevant specifications, according to the identification results, according to the relevant laws and regulations to implement the sludge destination, domestic waste by the sanitation transport. The type of solid waste generated after the operation of this project is clear and will not have a significant impact on the surrounding environment.


Iv. Main environmental protection measures to be taken, environmental risk prevention measures and expected effects;

(1) Construction period: The construction team relies on the existing living facilities of the plant, and the mud and sewage in the basic construction should be reused after precipitation. For the control of dust, it is required to increase the construction site enclosure facilities and sprinkle water to suppress dust. The construction unit shall arrange the construction time reasonably. Domestic waste shall be processed by the sanitation department, construction waste shall be reused as far as possible, and those that cannot be reused shall be sent to landfill in designated places. It is suggested to carry out environmental supervision during the construction period, strictly control the discharge of pollutants and protect the regional ecological environment quality;

(2) Operation period: Implement various environmental protection measures in strict accordance with the requirements of the EIA report, mainly including the flue gas treatment process of the boiler flue gas using the efficient flue gas purification system "SNCR denitrification + activated carbon adsorption + bag dust removal + limestone/gypsum desulfurization + wet electrostatic dust removal + SCR denitrification +MGGH", and the main emission indicators of the project meet the requirements of ultra-low emission of flue gas. The drying workshop adopts negative pressure workshop, and the odor gas is collected and burned into the boiler. Reduce ammonia escape. During ammonia water loading and unloading, the ammonia water storage tank and tank truck are equipped with a filling pipeline, and the large breathing exhaust gas of the storage tank returns to the tank car through the filling pipeline to reduce the discharge of unorganized ammonia. The limestone powder warehouse is sealed, the top of the warehouse is equipped with cloth bag dust removal equipment, the coal is transported by sealed belt conveyor, and the belt conveyor is led to load the cloth bag dust collector to reduce the discharge of loading and unloading dust; A water spraying device is provided at the material guide port of the belt conveyor to prevent dust from flying. Fuel is stored in dry fuel shed, and ash and slag are stored in ash and slag storehouses.

Domestic sewage and production wastewater are discharged after treatment by Zhejiang Huachuan Industrial Group Co., LTD. General solid waste generated by the project shall be considered for comprehensive utilization, hazardous waste shall be entrusted to qualified units for disposal, and all types of solid waste shall be disposed of harmfully; Select low noise equipment, and take sound insulation, noise reduction measures for the main noise source equipment.

V. Preliminary conclusions of environmental impact assessment

Zhejiang Huachuan Industrial Group Co., Ltd. central heating phase II renovation project is in line with the national and Zhejiang Province industrial policy requirements, in line with local urban and rural planning requirements, overall planning and other development planning, and in line with the local environmental function zoning; After the construction unit strictly implements the environmental protection measures proposed in the EIA document, the construction of the second phase of the central heating renovation project of Zhejiang Huachuan Industrial Group Co., Ltd. is feasible in terms of environmental protection.

Vi. Objects, scope, time limit and ways of public feedback

Public participation in the EIA of the project will solicit opinions and suggestions of the project from citizens, legal persons or representatives of other organizations within the scope of the project evaluation, and the main content of public opinions will include the major environmental issues of public concern, the possible impact of the project construction on the surrounding environment, and other opinions or suggestions on the environmental protection work of the project.
